“House Republicans have spent the government shutdown working on a variety of pro-billionaires, anti-American bills, and on efforts to remove autonomy of states. Among these bills is H.R. 38, the Concealed Carry Mandate (CCM), a gift to gun industry.
Federal law sets a baseline for who is allowed to have guns, but does not otherwise regulate the carrying of handguns in public. Oregon has a robust gun violence prevention set of laws, including the requirement of having a permit to carry concealed weapons. H.R .38 would gut our state’s autonomy and force us to recognize the concealed carry standards of other states, even those with no standards at all. Studies have shown that states that weaken their permitting systems have an 11% increase in handgun homicide rates and a 13% to 15% increase in overall violent crime rates.
